Long-time Chief of the Operational Research and Analysis Estalishment with the Department of National Defence, he has a world-wide reputation as an authority on deterrence policy, arms control, nuclear weapons policy, naval walfare and strategic analysis. Due to the highly sensitive nature of his work he may not be well-knowwn to the general public but he has published extensively and is a sought-after speaker among defence scientists both in Canada and in NATO.
