On October 29, 1990, Cst. Picard of the Québec Provincial Police Force saved a man from his car, which was submerged in the Rivière du Nord, near Prévost, Québec. As soon as he arrived at the scene, Cst. Picard dove into the icy water, a rope around his waist and an axe in his hand. He smashed the car windows and, on his third dive, succeeded in entering the car and extricating the victim. With the help of the rope, Cst. Picard and the victim were brought to shore, where ambulance attendants awaited.
