On behalf of all Canadians, it is my sincere honour and great pleasure to offer Her Majesty Queen Elizabeth II my congratulations on the occasion of her 80th birthday.
The connection between Her Majesty and Canadians is an enduring and deeply rooted one. The Queen’s devotion to Canada extends beyond her commitment as our Sovereign; it is personal and heartfelt. Canadians have warmly reciprocated this affection, gathering, often by the thousands, to greet her wherever she goes during her Royal visits—hoping to catch a glimpse of her or to exchange a few words that will become cherished memories.
The Queen made her first visit to Canada while still a princess in 1951. In 55 years, she has returned more than 20 times. Many of these visits have been to commemorate important milestones in the history of our country, including Canada’s centennial in 1967 and the subsequent centennials of provinces and territories that joined Confederation in later years. In 1982, she took part in the historic signing of the Constitution Act, ratifying our Canadian Charter of Rights and Freedoms.
Just prior to my installation as Governor General last fall, my family and I had the distinct privilege of meeting Her Majesty at her ancestral home in Balmoral, Scotland. Like many Canadians, I was impressed by her kindness and thoughtfulness. I greatly appreciated her dedication in promoting a world view of nations working together, responsibly, for the benefit of all humanity. I was also delighted by her sensitivity and insightful view of the realities facing today’s youth.
On this day of joyful celebration, I extend my best wishes on behalf of all Canadians to Her Majesty for a most wonderful birthday.

Please note: The Governor General will celebrate Her Majesty’s 80th birthday in Cape Dorset, Nunavut, by sharing a cake with the 300 students of Pitseolak School and Sam Pudlut Elementary School. Governor General Jean will also offer a gift of 80 books to the Iqaluit Centennial Library and 30 books to the community in celebration of The Queen’s birthday.
