Civil engineer and former member of Parliament, he made an impact on Canadian history as the forerunner and promoter of winter navigation on the St. Lawrence River. He also became known as representative of associations and councils dedicated to improving the engineering profession in Canada. Although retired, he continues to work as a volunteer, particularly in the health care field.
