Although he served as Ontario's top public servant, Deputy Minister to the Premier and Secretary of the Cabinet, he has left his most enduring mark on the education system. Among his many achievements, he guided the process which led to the creation of Ontario's world-renowned community college system. Influential in curriculum development and university affairs, he also played a significant role as Chairman of the Council of Deputy Ministers of Education for a number of years.
