    One of the creators of the Quebec union movement, he is Co-chairman of the Canadian Labour Force Development Board and former National Director of the Steelworkers Union of America. He has implemented many large-scale programs, including the Steelworkers Humanity Fund. In addition, he established a vocational training program for union members and developed a new approach to union-management relations.
