Principal Emeritus and Professor Emeritus of Political Studies at Queen's University, he is recognized internationally as one of the foremost experts on comparative federalism. He is a Fellow and a former Director of the Institute of Intergovernmental Relations and has served as an advisor to many existing and developing federal states. Dedicated and committed to quality post-secondary education at home and abroad, he chaired the New Zealand Universities Review Committee. A proponent of Canadian unity, he continues to advance the understanding and value of federalism around the world.
