During the past 40 years, through the Community Volunteer Income Tax Program, Francis Kusner has completed thousands of returns for individuals with modest incomes who are unable to prepare returns on their own. Last year, she volunteered with the Community Financial Counselling Services, a non-profit credit counselling agency that provides free income tax preparation services to 30 000 low-income Manitobans.
