For over 30 years, André Cloutier has been the chief scout in his community of Château-d'Eau, where he has helped with fundraising, recruiting scouts and spearheading the creation of a meeting locale. He has also made a difference in the lives of youth and people with developmental disabilities through his extensive involvement with Apprenti-Loisirs de Loretteville and the Château-d'Eau primary school.
