Not only has he encouraged respect for our legal institutions but he has also shown great devotion to the cause of national unity. Known for his talents as a courtroom lawyer and negotiator, he was chosen to represent Canada in two major disputes: the Gulf of Maine dispute with the United States and the fishing dispute with France. Since 1988, he has been Canada's ambassador and permanent representative to the United Nations in New York. This is a promotion within the Order.
