Former Premier of Alberta, he led the provincial Progressive Conservative Party for 20 years and, during his time in office, established the Alberta Heritage Fund to invest oil and gas revenues for the future benefit of Albertans and introduced the Alberta Bill of Rights to protect the rights of minorities.
