As a jurist, teacher and administrator, this statesman has always been concerned for the good of society. He has held important positions in the Government of Quebec, particularly as minister delegate for Intergovernmental Affairs and minister of Justice. In the latter office, he was responsible for the implementation of the new Civil Code of Quebec. A professor at Quebec's École nationale d'administration publique, he has chaired, since 1995, the Conférence de Montréal, a prestigious and internationally renowned forum on the new economy. He has been awarded a medal from the Quebec Bar and has also been invited by a number of foreign governments to assist in reforming their legal systems.
