  Renowned political scientist, teacher and scholar, he was also a major force in the restructuring of important sectors of Canada's telecommunications industry during his tenure as Chairman of the CRTC. As a member of several Royal Commissions, Task Forces and Inquiries, his commitment to mediation and consultation has led to a better understanding of our country.

Professor Emeritus at Queen's University, he is one of Canada's top political scientists and a skilled communicator. Known for his sharp intellect and lively sense of humour, he has also had a formative influence on generations of students, encouraging them to question, explore and defend their views.
