He has made significant contributions to the administration of justice in Manitoba. A long-time university professor, he has also been influential as a lawyer, Dean of Law at the University of Manitoba and Attorney General. In the latter capacity, he instituted legislation dealing with freedom of information, human rights, Charter compliance and justice for victims of crime. In addition, he was Founding Chair of the Legal Aid Services Society of Manitoba, which is regarded as a model for the rest of the country.
