Throughout his 40-year career, he demonstrated a strong commitment to public service. A former Deputy Minister of the Department of the Environment, he also played important roles in foreign affairs and in consumer policy. During the 1980s, he served as Canadian Chair of the International Joint Commission. He further showed his ability to find solutions to complex issues as Chair of the Canadian Environmental Assessment Agency's panel on Nuclear Fuel Waste Management.
