Throughout his varied and distinguished career as a public servant he has pursued social change for the betterment of society. As first Chairman of the Saskatchewan Medical Care Insurance Commission, he was instrumental in implementing the first provincial medicare system. In New Brunswick, he introduced progressive social programs aimed at helping the rural population. In addition, he served in many capacities with several federal departments and agencies, retiring as Deputy Minister of Fisheries and Oceans.
