As the former Canadian Ambassador to NATO and West Germany, he made important inroads to international peace and understanding and fostered strong bilateral relations between Canada and Germany. Since his retirement from the foreign service, he has continued to elucidate our understanding of Canada's role in the new world order as a professor at Carleton University and as the Director of the Canadian Institute of International Affairs.
