This Ontario meteorologist played a significant role in the introduction of scientific observation practices which led to the development of modern Canadian weather forecasting and analysis. His successful drive to establish a meteorological reporting network for the original Western Air Mail Weather Service was later expanded to include remote Commonwealth air training bases. He was a leader in the creation of a string of weather stations in Canada's high Arctic which greatly improved our aerial ice reconnaissance and defence capabilities.
