An able and respected public servant, born in Hamilton and educated at the universities of Toronto and Western Ontario, he entered the trade commissioner service in 1953, rising to Executive Director, and later to Deputy Minister of Consumer and Corporate Affairs and Secretary of the Treasury Board and, in 1976, to Deputy Minister of Industry, Trade and Commerce. In 1978 he was appointed Secretary of the Ministry of State for Economic Development. Now Under-Secretary of State for External Affairs, he has been called upon to play an important role in Canada's efforts to give greater priority to trade and economic matters.
