A lawyer, author, teacher, master mariner and marine policy expert, he has made an international contribution to maritime law and the environment. He was involved in the founding of the World Maritime University and represents Canada on the Board of Governors. While Professor of Maritime Law at Dalhousie University, he shared his vast knowledge with students from around the world and has realized and sustained his vision for a better world by building strong institutions with dynamic human resources.
