Canada's Parliamentary Librarian Emeritus, he has worked diligently for more than three decades to enhance the reputation and operation of the Library of Parliament. Over the years, he introduced many new and valuable services and made particularly effective use of technological innovations. He also contributed to Canada's political heritage by inaugurating an oral history project about Parliament and parliamentarians.
