Founding President of the Natural Sciences and Engineering Research Council, he helped improve the dynamics of university research funding. He also played a pivotal role in the evolution of the Canada-U.S. Columbia River Energy Treaty and was largely responsible for bringing wider perspectives of the global energy scene to Canadians. His more recent involvement with the Canadian Institute for Advanced Research has enhanced Canada's competitiveness in the international research and development community.
