Professor emeritus of the University of Ottawa, he is one of the foremost experts on the international law of the sea, particularly as it relates to the Arctic regions. Thanks to his research and writings, Canadian sovereignty over the Northwest Passage is generally accepted. He is also a key figure with respect to the status of French in Ontario schools.
