A business executive, former rector of Laval University and founding member of the Corporate Higher Education Forum, he demonstrates remarkable determination and vision in establishing high-quality relationships among the academic, research, industry and technology communities. He also promotes international cooperation in these areas and thus the growth of Canada's influence. This is a promotion within the Order.

A Québec scientist whose work is known and respected throughout Canada, he is presently Rector of Université Laval. A senior professor, prolific researcher and oft-quoted author, he has been invited to present his research findings in a half dozen countries. A member of the board of directors of the Association of Partly or Wholly French-Speaking Universities, he continues to take a very close interest in university reform.
