One of the pioneer members of the Legislature of the Northwest Territories, he served as an MLA for twenty-one years and has played a major role in the evolution of representative government in the North. His commitment to the development of the region and its people began when he founded Inuvik's first weekly newspaper, which still serves the Western Arctic.
