This retired public servant and diplomat has served his country with great distinction, particularly as Deputy Minister of Indian and Northern Affairs and Under-Secretary of State for External Affairs. In addition, he has made a noteworthy contribution to Canadian foreign policy, public affairs and political history by virtue of his scholarly work, Diefenbaker's World: A Populist in Foreign Affairs.
