Forty years ago, this lawyer's vision, determination and leadership were key to the creation of the Byrne Report. This landmark document led to the Equal Opportunity Program and revolutionized the financial and social policies of New Brunswick. It was also instrumental in the development of services offered to Acadians, including l'Université de Moncton. Challenging the ideology of the day, he became an architect of modern New Brunswick.
