During the Second World War, he served on the Wartime Prices and Trade Board and later worked in executive roles with Imperial Oil Limited and the Canadian Depository for Securities. Respected for his expertise, he was instrumental in the creation of the Institute for Research on Public Policy in 1972 and served as its first chairman.
