    Born in Niagara Falls, Ontario, she first entered the labour movement in the Canadian Union of Public Employees, becoming its general vice-president in 1969. Since 1974 she has been Executive Vice-president of the Canadian Labour Congress, responsible for research, legislation and government employees. She is also a delegate to international labour bodies.
