His lifetime of service to Prince Edward Island began with teaching, most notably at Prince of Wales College. After election to the Legislature he filled a number of ministerial portfolios and was involved in a number of significant developments such as the establishment of the University of Prince Edward Island, a legal aid system and the Atlantic Police Academy. His career was crowned by a term as Lieutenant Governor from 1974 to 1980.
