Following a distinguished military career, he led an exemplary public service career as Assistant Clerk of the Privy Council for more than twenty years. Responsible for constitutional due process through Orders-in-Council regulations and other statutory instruments, he used his knowledge, experience, discretion and sensitivity to ensure the effective operation of government.
