      He is one of Canada's most distinguished public servants. Educated in California, as a Rhodes Scholar at Oxford, and at Harvard, he lectured in law at Oxford before joining the Department of External Affairs in 1963. There he rose to posts of responsibility, becoming Assistant Under-Secretary in 1967. He then served as Deputy Minister of two departments of government in succession, returning to External Affairs as Under-Secretary in 1977, and taking up his present post as Canadian ambassador to Washington in 1981. His four books reflect his areas of expertise: international and domestic law, human rights, and the impact of technology on law.
