As city engineer and virtual city manager of Sudbury, Ontario, he undertook major and daring improvements in public works, traffic control and urban renewal during a period of growing pains. After some years in this post he turned his efforts to the development of Laurentian University as a major institution in the region. He has also been the driving force behind a science centre exhibiting northern Ontario's resources and scientific accomplishments.
