Nearly twenty years ago William Kelly brought to the mediation and conciliation services of Labour Canada a long experience as a railways union leader. So successful was he in settling major disputes affecting thousands that by 1980 he had risen to Senior Assistant Deputy Minister of his department. Enjoying the confidence of both labour and management, he has contributed much to Canadian economic stability and industrial peace.
