He is one of Canada's most illustrious political and social scientists. Currently Visiting Fellow at Queen's University, he has authored strong and independent-minded works, contributing ideas often neglected in the Canadian social policy debate. Innovative and creative, he is held in the highest esteem by both academic and professional communities. As well, he has challenged policy makers and public opinion in Canada through his many endeavours, notably as the Chair of the Royal Commission on Newspapers. He was also the founding editor of Policy Options Politiques, which twenty years later continues to encourage dialogue on public policy in Canada. This is a promotion within the Order.
