Born at Campbellton, New Brunswick, he joined the RCMP at eighteen. During a posting to North Battleford, Saskatchewan, in the 1970s, he organized a variety of community projects and was for five years President of the Battleford Big Brothers Association. As Chairman of the United Appeal he helped his city to be the first of its size to reach its objective.
