Born in Sandwich, near Windsor, Ontario, he served in the Air Force during the Second World War and later as a Canadian Immigration Officer in Canada and abroad. As First Secretary (Immigration), and second in seniority to the Ambassador, he was in Tehran throughout the period of the Islamic Revolution and the fall of the Shah and was intimately involved in all the arrangements for giving shelter to the six Americans.
