An internationally recognized expert on the rules of basketball, Frederick Horgan has volunteered his time and expertise to the development of this sport for more than 35 years. A founding member of the Canadian Association of Basketball Officials, he is recognized as an exceptional instructor who has authored educational materials that have been instrumental in the training of referees. One of only 13 clinicians in the world approved by the International Basketball Federation to conduct certification clinics for officials, he is highly respected for his leadership, objectivity and outstanding commitment to the game.
