Marc Chouinard has long played a role in developing the cultural environment of his province. Artists' manager, festival organizer and general manager of the Capitol Theatre in Moncton, he also oversaw the creation of and chaired the FrancoFête en Acadie, and served as one of the managers of the Sommet de la Francophonie, in Moncton. A passionate advocate of Acadian culture and bilingualism, he made the East Coast Music Awards that were held in Moncton a bilingual musical event. He is a mentor who promotes the next generation of artists and who has brought his experience to various organizations, including the Canada Music Council.
