Between 22 July and 26 August 1992, Sergeant Jones, electrician, provided construction support to the United Nations Protection Force in Sarajevo. Working largely on his own, he spearheaded negotiations with municipal authorities to re-establish the power supply, identified numerous breaks in the city power lines, and developed a repair plan. He arranged local cease-fires and, under the constant threat of artillery and sniper fire, repeatedly escorted local work crews into potentially mined areas and assisted in effecting repairs. His outstanding professionalism, resourcefulness, and personal courage benefitted the United Nations contingent and the large civilian population of the war-torn city.
