As commander of the Fleet Maintenance Facility Cape Breton from 2004 to 2009, Captain Rueben made invaluable contributions to the future of the Royal Canadian Navy, and of the Canadian shipbuilding and repair industry. His visionary efforts to forge strategic partnerships connecting the Canadian Forces, government and industry enabled the success of the National Shipbuilding and Procurement Strategy and the establishment of the Marine Training and Applied Research Centre. Captain Rueben’s personal engagement and perseverance in achieving broad co-operation brought strategic benefits to Canada.
