Captain Kenneth R. Scotten was the commanding officer of HMCS PROVIDER on 19 June 1990, when his ship rescued ninety Vietnamese boat people who were adrift in the South China Sea without food or water. Demonstrating outstanding leadership, initiative and dedication, Captain Scotten provided exceptional humanitarian assistance. Also, his clear, timely and comprehensive reports to higher headquarters and to the Department of External Affairs and International Trade greatly assisted a prompt political resolution of the situation. Captain Scotten's actions were carried out in an outstandingly professional manner and brought great credit to Canada and to the Canadian Forces.
