From August 2020 to April 2023, Colonel Brown was the project director of the Performance and Competency Evaluation (PaCE) system. Colonel Brown was Instrumental in the research and development of policy and programs for PaCE by spreading awareness of the new tool. Colonel Brown extensively contributed to the PaCE Knowledge Centre, a virtual sounding board for test trials and adjustments, which set the conditions for the Canadian Armed Forces to attain culturally sensitive and evidence-based appraisals.
