From February to June 2020, Colonel Malcolm’s exceptional performance as Director Health Services Operations was critical to the success of the Canadian Armed Forces’ COVID-19 pandemic response. Under challenging circumstances, he expertly guided the planning and execution of the many military health services contributions that were implemented to safeguard Canadian citizens from the virus. Colonel Malcolm’s inspirational leadership, fortitude and strategic acumen provided comfort and hope to Canadians, and brought great credit to himself and the Canadian Armed Forces.
