Colonel Minnis was the Canadian Forces Attaché in Tel Aviv, Israel, during the Gulf Crisis and War, in 1990-1991. He played a pivotal role in the preparation of the Canadian Embassy for the war. He wilfully assumed additional responsibilities and was instrumental in permitting the continuous operation of the Embassy under most difficult and dangerous circumstances. During this whole period, Colonel Minnis displayed outstanding leadership, integrity, and sense of duty.
