During his deployment to Latvia from July 2018 to January 2019, Major Downey commanded the multinational combat support company and served as plans officer. His leadership and tireless dedication had a marked effect on the formation of an effective team that brought together elements from several NATO countries, and his coordination efforts enhanced the integration of the battle group with the Latvian Armed Forces. His distinguished involvement, from preparation to execution, significantly contributed to NATO's deterrence mission, and brought honour to Canada.
