Colonel Ménard filled two important roles in support of Operation PROTEUS from July 2018 to July 2019. As director of operational support for the United States Security Coordinator for Israel and the Palestinian Authority and as deputy commander of Task Force Jerusalem, he demonstrated outstanding leadership in a complex multinational environment. Faced with significant financial challenges, he helped move forward several projects supporting the Palestinian Authority Security Forces. His expertise and strong social skills contributed to the realization of sustainable security programs based in the West Bank.
