    Mr. Heller was President of the 15th Commonwealth Games hosted by the City of Victoria, British Columbia, in 1994. With a team of thirteen thousand volunteers, he undertook the enormous responsibilities of this precarious project on the verge of failure in the fall of 1991. Thanks to his exceptional leadership and outstanding professionalism, Mr. Heller was able to defy the odds and turn the Games into an overwhelming international success.
