Meritorious Service Medal (civil division)
BGen Raymond Duane Daly, Dominion Secretary of the Royal Canadian Legion, implemented the Tomb of the Unknown Soldier project in 1996, to honour and remember the sacrifice of thousands of Canadians who gave their lives in battle for Canada. Chuck Murphy, then President of the Legion, played a key role in organizing the memorial dedication ceremony, which culminated in the repatriation of the body of an unknown Canadian soldier from France to Ottawa. Through their leadership, numerous agencies, government departments, the military and veterans organizations were brought together to see the project through to completion. Canada’s veterans were accorded a place of honour when the Tomb honouring their fallen comrades was dedicated in front of the National War Memorial in Ottawa on May 28, 2000. Sadly, Mr. Murphy passed away the night before the ceremony.
