In the fall of 1999, Dan Dragovich and Jean-François Hubert-Rouleau, immigration officers at a Canadian Embassy overseas, noted a suspicious pattern of fraudulent documentation submitted in support of visa applications for individuals to come to Canada. At great cost to their personal safety, they conducted an investigation in close partnership with the RCMP to confirm the elaborate immigration fraud scheme being carried out by foreign immigration agents. Thanks to their vigilance and determination, Messrs. Dragovich and Hubert-Rouleau were instrumental in stopping hundreds of immigrants from entering Canada under false premises and have helped maintain the integrity of the immigration program.
